What is pre-arbitration?

Pre-arbitration is another chance for the dispute to be reviewed by the bank and ruled a win or loss. This can happen because the reason code on the chargeback was changed or new evidence was introduced. When a chargeback reaches the pre-arbitration stage, it can take several weeks to several months to receive a final decision, and most chargebacks that reach the pre-arbitration stage will likely be ruled a loss for the merchant.
